US Brokers Ukraine Talks in the UAE as Trump Administration Pushes for Peace Deal

Diplomatic discussions with US, Moscow, and Kyiv representatives began in the United Arab Emirates this Tuesday, representing the latest phase in attempts to broker a ceasefire deal to resolve the protracted conflict in Ukraine.

Key Participants and Opening Talks

American military official the US representative allegedly conferred with a Moscow team on the eve of the talks, with discussions continuing into Tuesday.

“Discussions are progressing positively and we maintain hope. He is working in tight alignment with Washington as discussions unfold,” his spokesperson commented.

The Ukrainian military intelligence chief, Kyrylo Budanov, was anticipated to join in the meetings, though details were vague whether face-to-face engagement with Russian delegates would take place or if separate bilateral sessions would be held.

Identity of the Moscow team was not immediately clear. “I have nothing to say. We are following the media reports,” a Russian spokesperson informed official outlets.

Background and Updated Proposal

The current talks follow recent negotiations in Switzerland where US and Ukrainian representatives modified a preliminary American proposal for ending the war.

Russia has not yet approved the most recent iteration of the plan and is not expected to agree to many of the Kyiv amendments.

Russia’s top diplomat, the Russian diplomat, declared that any amended peace plan must reflect the “intent and text” of what was covered during earlier summit meetings between both countries.

International Responses and Concerns

European officials are apparently finding it difficult to stay engaged in the negotiations as American representatives take the lead.

Finland’s leader, a European figure, who has emerged as a key contact between the US and EU leaders, stated that the immediate future would be decisive in efforts to secure a peace settlement.

He allegedly spoke with Kyiv’s leader and the alliance officials, emphasizing that “The future of Ukraine is for Ukraine to decide, and European security is for Europe to decide.”

At the same time, the France’s president, Emmanuel Macron, warned against a peace deal that would amount to a “concession” for Ukraine.

“Terms presented suggest what Russia could agree to. But does this imply it should be endorsed by Ukraine and Europe? Absolutely not,” he stated.

Specifics of the Initial US Plan

American plan was originally made up of multiple articles and was drawn from dialog between American and Moscow officials, with contributions from Kyiv defense authorities.

Key aspects of the plan reportedly included:

  • Ukraine relinquishing areas presently occupied by Moscow
  • Additional regions that would be required to be willingly given up
  • Limits on the size of the military forces
  • Immunity for all sides in the conflict regarding war crimes

Recent Developments and Continuing Challenges

The US representative allegedly went to Kyiv to brief the Ukrainian president on the proposal and press rapid acceptance.

This pressure, coupled with the disclosure of the plan, reportedly took by surprise Ukrainian and European officials.

Zelenskyy reportedly that the nation was facing one of the toughest periods in its existence and was being forced to decide between “forfeiting self-respect or abandoning a crucial supporter.”

Later, the US official informed alliance ambassadors on the proposal in Kyiv, with one attendee labeling it as “a disastrous gathering” and stating that European ambassadors were shocked by both the substance and manner of the presentation.

The US administration later softened its position, indicating that the 28-point proposal was an “initial basis for negotiation” rather than a final demand.

Security Developments Amid Talks

While diplomatic talks continue, Moscow has maintained its nightly strikes on Ukraine’s urban centers.

Russian forces allegedly fired numerous of missiles and hundreds of unmanned aircraft at targets in and around Kyiv, as stated by Ukrainian sources.

The Ukrainian president emphasized that Moscow must not believe it could win the conflict while talks were underway.

“The priority is coordinated diplomatic movement among all partners, through shared endeavors. Measures against Russia need to produce tangible effects,” he affirmed.

The capital’s leader reported that multiple people had been killed in the recent attack on the capital.
